Working within Symphony for the GSA Alliant 3 solicitation includes these steps:
1. Start in My Company
Starting in the My Company link allows users to add all their company assets and experience (see Figure 1). This information forms the basis for building proposals, and Symphony calculates the score based on these assets.

2. Add Team Members
If a company is working with others on its proposal, add them as team members, claim relevant business factors, and upload supporting documents. Only include current members of the offering team, not previous Joint Ventures. Select the Alliant 3 Solicitation Preference to see only the business factors relevant to the RFP.
3. Add MRCLs (Meaningful Relationship Commitment Letters)
If a company is claiming business factors from an affiliated company, add the affiliated company with the MRCL and upload the supporting documents.
4. Add Projects
Add projects to the company profile (see Figure 2).
- Select the Alliant 3 Solicitation Preference to see the unique project criteria for the RFP.
- When looking at the Tag Legend and the Project details with the Alliant 3 filter vs the OASIS+ filter, the content will change.
- An Archive function also allows a user to hide OASIS+ projects from view. To upload an Alliant 3-specific version of the same project, the project name must be different.
- When looking at the Tag Legend and the Project details with the Alliant 3 filter vs the OASIS+ filter, the content will change.
- Upload the project documents with comments for support (See Tagging for Alliant 3).
- The maximum size is 100MB for any single file and it allows as many files as needed to support the claims.

- Use these projects for additional scoring elements in the proposal.

5. Add Business Factors
Enter relevant business factors in the My Company Business Factors tab (see Figure 3). These factors belong to the prime company and its MRCLs, and not to joint venture members, partners, or subcontractors.
- Select the Alliant 3 filter for the corresponding Business Factors.
- Add the required information.
- Certify (upload the document under the Business Factors tab and check the box indicating its being Certified) and save the claim.

6. Upload Cost/Price Documents
Upload the Attachment J.P-8, A3 Price Template and the Attachment J.P-18, A3 Labor Rate Attestation, and claim the scoring element.
- The Price Template should be in .xlsx format.
- The Labor Rate Attestation should be in .pdf format.
7. Build the Submission
The Dashboard is used to Start a Submission after adding assets and experience in My Company (see Figure 4).
- Team members, MRCLs, and projects are added as needed.
- Performance factors specific to the solicitation are added to each project for scoring.

8. Review the Submission
Upload the required Submission Documents and preview the assembled proposal before submitting it (see Figure 5).
