Using Symphony’s Administrative Features

Symphony significantly improves efficiency and transparency for proposal creation and evaluation. Symphony is designed to streamline the Solicitation Development aspect of the procurement process through intuitive, easy-to-use features.


Prerequisites:

Only users listed on the SAM.gov site as authorized Point of Contact (POC) representatives for their organizations receive administrative permission for Symphony. Administrative rights are granted when users register at the Symphony for contract vehicle sites.

Symphony includes the following contract vehicle sites

ALLIANT 3        ASTRO        OASIS         OASIS PLUS         OMNIBUS        POLARIS        MQS


Authorized users receive sign-in information for administrative rights at these sites during contract vehicle registration. (See How to Register as an Administrator).


Accessing User Administration Options:

To access Symphony’s User Administration features.

  1. Register for Symphony
  2. Go to the Administration link. (See Figure 1)
  3. Select an Administration Option:
    • Symphony Users. 
    • User status update.
    • Group status update.
    • Profile update.


1. Symphony Users 

  • Administrators can activate users after registering for Symphony. (See Figure 1)

  • Administrators can also limit the duration of users’ Symphony access or remove user access entirely if required.

Administrators can update registered users’ status at the Symphony contract vehicle site for their organization. (See Figure 2) 


To change user status:

Click on the row by the User’s Name > Select user status from the pop-up menu > Click on the desired option.

Actions 

Active 

Active status users have unrestricted viewing of Symphony and can sign in to perform tasks their group permission specifies. 

Delete

User no longer has Symphony access and does not appear in the administration link.

Initial

The user registered and requested sign-in approval. The user receives an inactive account message if signing in before approval.

Pending

The user is not approved for access and receives an inactive account message if attempting to sign in.

Suspended

The user account is locked due to inactivity or too many failed sign-in attempts 


3.  Group Membership Update

Permissions for an organization’s active users can be changed within the Administration link. (See Figure 3).

Administrator


Has full management access. A SAM POC for a registered company is automatically designated as an administrator during registration. (See Prerequisites) A user receiving an email invitation for a Symphony contract vehicle, after the contract is awarded, will also receive an administrator designation.


Open Market 
Proposal Manager


This user can submit proposals on their organization’s behalf during the open solicitation period but does not have Administrator permissions.

Contract Manager/ Program Manager


Can submit proposals on an organization’s behalf for its awarded contract vehicle. This role is reserved for contract holders only.


Staff


Staff users can view Task Order Requests and edit proposal data for their organization. This group does not have administration access and cannot submit proposals.



It is a management best practice for an organization to delegate its proposal submission responsibilities to the Open Market Proposal Manager to ensure the accuracy of information uploaded to Symphony. (Note: The Contract Manager and Program Manager roles do not have administrative access in Symphony. And Symphony does not include an Authorized Negotiator role).


4. Profile update

All Symphony users can update their profile information by clicking on the profile icon at the top right corner of the Symphony interface. (See Figure 4). Users can update profile information including passwords and the addition of authentication apps can be completed by scanning the available QR code. (See MFA Information).
