Bidding on Orders

Follow these instructions to respond to released orders with proposals in Symphony.

 

1. Select an Order

Click the order's link when an order is in Released status to view the order details (see Table 1)


Details include the following data points:

Summary
The Summary screen gives an overview of the Order Opportunity.
Ask Questions
When an order is Released-Pending Questions, Contract Holders can request more information from the Contracting Officers.
Amendments
Find Amendments on this screen. Select View Details to see the changes.
Respond
When an order is Released–Pending Proposals, Contract Holders can submit their proposals or No Bid.
Documents
Find and download additional order information in the document library. Contract Holders will now be able to Download all original order or Market Research (RFI) documents in one file using the Download ZIP button on the Document tab when available (see Figure 2).

If the ZIP file is not successfully downloaded, users should check their firewall settings or submit a help desk ticket for assistance. Amendments are separate downloads.


2. Respond to an Order 


To submit a proposal:

  1. Select the Upload Proposal button.
  2. Upload the proposal documents.
  3. Complete the confirmation steps and verify the number of files (see Figure 3).
  4. Submit and confirm the proposal submission.
    • A receipt page reflects the submission date and time.
    • Revise a proposal before the submission deadline by retracting the submission. 
    • ReSUBMIT after making changes.

To report a submission outside Symphony:

  1. Select the Proposal was submitted outside of Symphony button to assist in more accurate metrics in the Contract Performance widget on the Dashboard (see Figure 1).
  2. Enter the required date and time for the proposal submission (see Figure 4).   
  3. Upload a required evidence file that shows the bid submission outside of Symphony.
    • Only today’s date and time, or a previous date and time, or a date and time that is not beyond the specified submission deadline can be entered.
    • Users can revise this selection until the submission deadline.

To submit a No Bid:

  1. Click Submit 'No Bid' (see Figure 5)
  2. Enter the reason.
  3. Submit a response. 
    • Users can still submit a proposal up to the deadline.
