How Cost/Price Works

To successfully work with the Cost/Price feature in Symphony, complete the following steps:

 

1. Start in My Company

Begin in My Company by selecting the Cost/Price button from the left navigation menu, located below Business Factors (see Figure 1).

2. Provide the Cost/Price Requirements

Selecting the Cost/Price link prompts the upload of the completed pricing spreadsheet provided by the corresponding solicitation, along with a Basis of Estimate (OASIS+) or Labor Rate Attestation (Alliant 3) to support the Cost/Price methodology (see Figure 2).


Symphony requires:

  • An Excel template and a PDF document.
  • Only one spreadsheet.
  • No removal of columns or rows.
  • Complete pricing data in accordance with the solicitation.


Select the checkbox to certify the claim and save the changes.

Only one cost/price submission may be provided for a solicitation from the offeror.


Documents can be viewed, edited, or deleted as needed by following the same process as Business Factors (see Claiming Business Factors). 


Note: There is no option to add pricing at the Team Member level.

  

3. Validate the Pricing Information

When the solicitation(s) are open for proposals on the Dashboard, select either Start Submission or Continue Submission to complete the proposal in multiple sessions or review it before submission.

  • Using the Live Score button or Review tab helps check if a proposal is ready for submission (see Figure 3)
      
  • If the pricing information does not meet requirements, Symphony will display messages on these screens.

Error messages are only advisories and will not prevent submission.


Error MessageSolution
Unable to load the Pricing FileThe file is password-protected.
Incorrect number of filesUpload only one Excel spreadsheet.
Missing Basis of Estimate (OASIS+)Upload the required information on Indirect Rates.
Missing Labor Rate Attestation (Alliant 3)Upload the required information as specified by the solicitation.
Outdated templateVerify that the most recent template with correct rows and columns is uploaded.
Incorrect number of sheetsConfirm that the file includes onlythe sheets in the template without any additions or subtractions (OASIS+).
  • Using non-Excel applications to export in .xlsx format may add a summary sheet. Adjust the summary sheet export settings to remove this extra sheet.
Other data validation issuesCheck for unintended formatting changes, especially if copy/pasting into the template was used.



Security Reminders

  • Once a user has active status in Symphony, there are no restricted viewing roles.
     
  • Symphony administrators can change a user's status from Active to Initial to remove access, placing the user back in a pending approval state without deleting the account.

  • Uploading sensitive information as the final step before submission can help prevent access by other users.


Files in a proposal must remain until after submission
  • Files can be delete after submission.
  • Symphony may experience temporary unavailability when a solicitation deadline occurs, ensuring all proposals are saved.
  • After the solicitation deadline, all proposals are frozen, allowing changes in My Company without affecting the integrity of the offer (see Submitting an Open Market Proposal).
