Understanding the Document Library

There are two Document Libraries. One is in My Company and the other is in the Submission.


The Document Library is a read-only view of all files uploaded to Symphony in My Company or added to proposal(s) for submission. The Library is organized into folders according to the tabs the information is uploaded in. All proposal files must remain in Symphony until submission.


The Team Members hierarchy lists the Prime offeror as the first Team Member subfolder, which will contain no files (see Figure 1)


All other Team Members' subfolders come after the Prime's. See the image below.


The My Company Document Library

The Company Name displays on the top left.


  • Folders with documents are orange
  • Folders without documents are gray.

 

Folder locations for different documents are as follows:

Team Members
Files include teaming agreements and the team members’ Business Factors from My Company >Team Members.
MRCLs
Files include MRCL agreements from My Company > MRCLs.
Projects/Past Performance
Files include supporting project documents from My Company > Projects.
Business Factors
Files only belong to the claims for the prime from My Company > Business Factors.
Cost/PriceFiles include the Pricing Proposal and supporting documents from My Company > Cost/Price
Submission Documents
Files are uploaded in a proposal from the Dashboard > Solicitations > Submission > Submission Documents.
DebriefFiles uploaded by the Program Office.


  • Users can delete files submitted with a proposal after submission.
  • Changes in the Document Library after submission and the solicitation deadline do not appear in a submitted proposal.
  • Clarification documents do not appear in the Document Library. They are kept separate to maintain the integrity of the original offer.
  • Order documents do not appear in the Document Library. They are kept with the order.


Removing or Updating Files in the Document Library

The Document Library is a display of what has been uploaded in other areas of My Company or a Submission. Files cannot be removed or modified here. Go to the place they were uploaded to make changes, then return to the Document Library to confirm.


Document Rules
  1. File names cannot exceed 250 characters.
  2. Symphony enforces a single file size limitation of 20MB (100MB for Alliant 3).
  3. Files cannot be combined into a "zip" folder, but there is no limit to the number of files uploaded.
  4. Users must upload files from their computer. Symphony doesn't support adding files from Sharepoint or other Cloud Drives.
  5. Controlled Unclassified Information (CUI), For Official Use Only (FOUO) and Sensitive but Unclassified (SBU) documents may be submitted in Symphony. We do not allow classified documents and users need approval from the requesting agency to provide password-protected documents.
