Introduction to Symphony
What is Symphony?
Symphony is a full lifecycle procurement Software as a Service (SaaS) allowing government organizations to manage complex contracts. Symphony ensures organizations are purchasing according to fair opportunity laws and rules. Symphony enforces transparency and integrity in both the initial contract award and contract management.
Users in Symphony
Program Officers | View all activities happening within the contract. |
Ordering Contracting Officers | Create orders, manage Q&A and award proposals. |
Contract Holders | View released orders, submit questions, upload proposals, and manage contract data. |
General Navigation
You will have a personalized view of your Symphony dashboard upon signing in.
Menu Bar
Dashboard: Click this link to access your personalized dashboard.
Help & Information: Click this link to access various tutorials or request assistance from the Symphony help desk.
User Icon: Click your user icon to log out or access your personal information. You can make changes to the following data:
- Personal Information: Phone, fax number, and position/job title.
- Credentials: Change your password or reconfigure an MFA app with your QR code.
The Dashboard Interface
Quick Actions: Create a Task Order or Conduct Market Research.
Announcements: Posted by the OASIS Program Office.
Contract Vehicle Documents: Download available documents.
Orders: View, filter, and sort orders. Click the tracking number to see more details about a specific order.
My Tasks: View and respond to outstanding items for attention.
The Orders Tab
The Status of an Order
The actions or who is up next depends on the status of a task order. The status options are:
Definition
Released – Pending Questions
Released – Pending Proposals
Evaluation
Award Approved
The status descriptions are below:
DEFINITION: An order will be in Definition status after you enter and save the title. Definition orders do not have a Release Date.
RELEASED: Contract Holders can see a released order. Contract Holders must respond to your order by uploading a proposal or submitting a No Bid response.
PENDING QUESTIONS: A released task order with pending questions gives the Contract Holders the option to ask questions before the Question period deadline. The Respond to Questions tab allows you to check and answer questions submitted by the Contract Holders.
PENDING PROPOSALS: A released task order with pending proposals does not give the Contract Holders the option to ask questions in Symphony before the submission deadline.
Contract Holders submitting responses before the deadline can modify and re-submit.
EVALUATION: If an order is in Evaluation status, the Report Award tab allows you to evaluate and award the proposal. Once you award a proposal, the Submit Award button is no longer available.
AWARD APPROVED: When the status is award approved the Awards tab will be available, and you can see the Contract Holder who received the award.
