Prior to submission, proposals can be reviewed in Symphony by following this path:
Dashboard > Solicitations > Continue Submission > Proposal Overview
Proposal Overview
Located at the top of the left navigation menu, the Proposal Overview screen (See Figure 1) provides a high-level information summary of the solicitation.
- This overview helps the user identify if any information gaps exist in their company’s proposal.
- Links to the Document Library and SAM data are also at the bottom of this page.

Business Factors are claimed in My Company and displayed as shaded circles in the My Company > Company Overview > the Business Factors section.
Business Factors can also be claimed by team members in My Company. The Team Member’s business factors will appear as half-shaded circles in the Proposal Overview > Business Factors section, if different from the prime contractor’s entry.
This information will be included in the Documents section (See Figure 2).

Accessing the Review Screen
Located at the bottom of the left navigation menu (See Figure 3), the Review Screen enables the user to see how the assembled proposal will appear to the Program Office and other evaluators once it is submitted.

Each section can be expanded to review the proposal’s content and its organization. Multi-color alerts about the readiness of the proposal displayed on the Review Screen include:
- Red: A non-compliant proposal requiring correction.
- Orange: An advisory notification about the proposal.
- Blue: Used for informational alerts about the acceptance process.
These alerts will not prevent a proposal submission. However, if an alert indicates an error exists it should be addressed immediately before further action is taken. A proposal’s score and points are provisional until confirmed by the evaluators.
Additionally, the Review screen provides access to other options users may find helpful including:
Contacts assigned to the Proposal: These users may respond to clarification requests or manage the contract after the contract has been awarded. These roles are separate from Symphony Administration.
Open Panels and Print Submission options: The Open Panels button enables the user to open all the parts of a proposal for review (See Figure 4). The parts of the proposal include:
Once the proposal is submitted, Symphony displays the submission date and time, and viewing options.
The Print option allows users to save a copy of their proposals after submission by using the View Details link that appears on the Dashboard.
The Submit function is not available until the Q&A deadline passes or the program office enables the feature. If the government amends the solicitation, users only have to submit once.
Only a SAM POC Administrator or the Open Market Proposal Manager can submit proposals. Users with administrator permissions can scroll to the bottom page and click submit. (See Administration Basics).
- Files used for proposals must remain until after submission.
- Do not delete information required for submission until the solicitation deadline passes.
- Symphony may be unavailable when a solicitation deadline occurs, so assets are saved.
