Viewing a Submitted Proposal

Follow these instructions for viewing the proposal after submission. 

 

1. Find the Solicitation 

When logging in to the Symphony system, the Dashboard will display a user-specific dashboard with the available solicitations. The Solicitation details will include the Q&A deadline and the Solicitation Deadline (see Figure 1). Open or Close the Solicitation to control the Dashboard view.

2. Locate the Submitted Proposal

Symphony will display the submission date and time, with the option to view the proposal. Use the Submitted (view) link (see Figure 2)Note: Use the star icon to mark the proposal as a Favorite for easier navigation.

Once the Solicitation deadline is met, no proposal changes are allowed.


3. View the Proposal Details

The Proposal Details screen displays the proposal as it appears to the Program Office and evaluators (see Figure 3). This page can be printed for submission confirmation (see Figure 4)


Note: The solicitation requirements supersede the Symphony platform.

Symphony displays messages to assist in the proposal process but does not validate everything.


Blue messages are for information.


Red messages are displayed as warnings to provide the referenced information or the proposal may be deemed non-compliant. The RFP requirements supersede any validations provided within Symphony.


Orange messages are advisories. Advisories appear when they identify missing information. They also serve as reminders that additional documentation is recommended. 

  • Missing information must be provided before submission to remove these messages. 
  • A Modify Submission button is available to Administrators and Open Market Proposal Managers before the solicitation deadline if changes are necessary (see Retracting a Submission).
  • Messages cannot be cleared after the submission deadline.


4. Verify the Proposal Details

The Open Panels button expands all the parts of a proposal (see Figure 4)The Close Panels button minimizes these sections.

SAM Data

The Prime Offerors SAM Data. The SAM information is for reference only and SAM is the official system-of-record.

Scoring Information

The Scoring Details for the Solicitation, the Point Value available, and the score the proposal element earned.

Team Member Information

The Prime Offeror is the first Team Member. Additional Team Members included in the proposal are also listed.

MRCL Information

MRCLs included in the proposal are listed.

Project Information

The projects included in the proposal. Expand each Project panel to review the Project Summary and the Performance Factors claimed for additional scoring elements.

Business Factor Information

The Business Factors included in the proposal for the prime and all additional team members added to the proposal are clearly identified and easy to cross-reference.

Documents

All the documents included in the proposal from the My Company link and the Submission Documents section. 
  • Opened folders are clear,
  • Empty folders are gray,
  • Closed folders are orange (see Figure 5).

The Documents hierarchy lists the Prime offeror as the first Team Member (see Table 2). All other folders are considered sub-folders under the Prime. 


Team Members
Files include teaming agreements and the team members’ Business Factors from My Company >Team Members.
MRCLs
Files include MRCL agreements from My Company > MRCLs.
Projects/Past Performance
Files include supporting project documents from My Company Projects.
Business Factors
Files only belong to the claims for the prime from My Company > Business Factors.
Submission Documents
Files are typically the SF33 and SF30 uploaded to a proposal from the Dashboard Solicitations > Submission > Submission Documents.
Debrief
Files uploaded by the Program Office.

  • Changes in My Company do not appear in a submitted proposal. 
  • Users can delete files submitted with a proposal from My Company after submission. 
  • Clarification documents do not appear in the Document Library. They are kept separate to maintain the integrity of the original offer.
