Part 1: Set Up Your OASIS+ Assets
Purpose: This guide helps you confirm your eligibility for the OASIS+ contract vehicle. You will learn how to claim initial business system assets in the submission portal.

Before You Start
- Active SAM.gov Record: Your System for Award Management (SAM) registration must be current.
- UEI: Have the Unique Entity Identifier (UEI) for your company and all partners.
- CAGE Code: Your Commercial and Government Entity (CAGE) code must match your SAM profile.
- Portal Access: You need an account with admin rights for the OASIS+ Submission Portal (OSP).
Steps
1. Confirm Your Domain
You must understand your set-asides and domains to qualify for the contract.
- Identify Set-Aside: Choose either the Small Business (SB) or Unrestricted (UR) pool.
- Select Mission Area: Pick your specific Domain, such as Logistics or Technical and Engineering.
- Check Thresholds: Review the Domain Qualification Matrix (J.P-1) for the points you need.

2. Link Symphony to SAM.gov
Sync your company profile with official government records to ensure data accuracy.
- Enter UEI: Provide your company's UEI during registration to pull data from SAM.gov automatically.
- Access Profile: Log in to the OSP and go to the My Company Profile section.
- Verify Data: Check that your Legal Business Name, Address, and Socioeconomic Status are correct.
- Submit Ticket: Request a SAM refresh if the data is wrong before you submit.

3. Set Your Teaming Strategy
You must set up your team structure in the portal before entering project data.
- Set Solicitation Preference: Use the dropdown menu to select any OASIS+ solicitation.
- Add Members: Add team members if you are a Joint Venture (JV) or Prime with Subcontractors.
- Upload Details: Provide Section K details and SAM.gov Reps/Certs for each JV member.
- Attach Disclosures: Upload CTA disclosures and Letters of Commitment for all first-tier subcontractors.

4. Claim Your Business Assets
Document your business systems and certifications to earn mandatory and optional points.
- Access Factors: Go to My Company and click Business Factors.
- Upload Plans: Provide your C-SCRM Plan (J-3) and employee compensation policies.
- Show Capacity: Upload financial resources in accordance with L.5.8.3 to prove financial capacity.
- Claim Systems, Certifications and Clearances: Select relevant business factors and upload supporting documents.
- Save Changes: All points claimed here will carry forward to your final proposal score.

Troubleshooting
| Issue | Fix |
| You are claiming credit for an inactive MRCL (Meaningful Relationship Commitment Letter). | Ensure the MRCL entity is registered as active in SAM.gov. |
| Security Clearance is not giving credit. | Ensure you uploaded the correct Secret or Top Secret documentation. |
