Submit a proposal in Symphony by following the below instructions. For proposal assembly, see Assembling a Proposal.
1. Continue Submission
- From the Symphony Dashboard, click on the available Solicitation to view all the available options.
- Select Continue Submission on the correct proposal (see Figure 1).
Note: The Submit function is unavailable until after the Q&A deadline or the program office enables the feature. If the government needs to make amendments to the solicitation, this prevents users from having to submit it multiple times.

2. Go to the Review tab
The Review Tab helps users see if an assembled proposal is ready for submission.
- The warning and error messages are also displayed to the evaluators.
- Open each panel to review the data (see Figure 2).

3. Submit the Proposal
A proposal is certified and submitted from this screen even if error messages state that certain requirements are not provided. Note: Only a SAM POC Administrator or Open Market Proposal Manager can submit the proposal (see Figure 3.1).
- Scroll to the bottom of the review page, certify the authorization, and click submit (see Administration Basics).
- Save a copy of the Submission page for a confirmation receipt (see Figure 3.2).

Non-authorized users will see a message that they lack permission.

4. Save the Open Market Proposal
Once submitted, Symphony will display the submission date and time on the Dashboard, with the option to view the submitted proposal (see Figure 4.1).

- Select the Submitted (View) link.
- Open Panels to display all the Proposal Details.
- Select the Print option to save a copy of the proposal submission (see Figure 4.2).

Users with permission to make changes to a proposal after submission, can make edits until the solicitation deadline (see Retracting a Submission). Carefully review and resubmit before the deadline.
Once the Solicitation deadline is met, Symphony will close and all assets will be frozen.
