Submitting an Open Market Proposal

Submit your proposal(s) in Symphony by following these instructions.


1. Continue your Submission

From the Symphony Dashboard, click on the available Solicitation to view all the available options. 

Select Continue Submission on the correct proposal (See Figure 1). 

  • The Submit function is unavailable until after the Q&A deadline or the program office enables the feature. If the government needs to make amendments to the solicitation, this prevents you from having to submit it multiple times.

2. Go to the Review tab

The Review Tab is used to see if your assembled proposal is ready for submission. 

  • Open each panel to review the data and see how everything comes together (See Figure 2).

A proposal is certified and submitted from this screen even if error messages state that certain requirements are not provided. 

  • The warning and error messages are also displayed to the evaluators.


3. Submit your Proposal

Only a SAM POC Administrator or the Open Market Proposal Manager can submit your proposal (See Figure 3.1). 

  1. Scroll to the bottom of the review page, certify your authorization, and click submit if you have permission (See Administration Basics). 
  2. Save a copy of the Submission page for a submission confirmation receipt (See Figure 3.2).

Non-authorized users will see a message that they lack permission.

4. Save the Open Market Proposal 

Once submitted, Symphony will display the submission date and time on the Dashboard, with the option to view the submitted proposal (See Figure 4.1).

  1. Select the Submitted (View) link.
  2. Open Panels to display all the Proposal Details.
  3. Select the Print option to save a copy of the proposal submission for your records (See Figure 4.2).

If you have permission to make changes to your proposal after submission, you can make edits until the solicitation deadline (See Retracting your Submission). Carefully review and resubmit before the deadline. 


Once the Solicitation deadline is met, Symphony will close and all assets will be frozen.
